Chapter 13 - Two Capsules
Everyone had assumed one capsule existed.
There were two.
Capsule A — hidden inside Emma’s cast.
Capsule B — found at Mercer’s house.
Both bore File Nine authentication marks.
Why duplicate?
Peter Sloan explained William often separated evidence from authorization.
One capsule might contain evidence key.
Other might contain release authority.
Opened together, they could activate something.
They examined Capsule B under independent supervision.
Inside:
another brass wafer.
A handwritten statement from William.
And bank routing instructions.
Statement:
I CREATED TWO FILE NINE KEYS BECAUSE NO SINGLE BENNETT SHOULD EVER AGAIN HAVE POWER TO HIDE THIS MATTER.
One key assigned Bennett family.
One assigned Vale claimant family.
That explained Susan’s key too? Wait—now too many keys. Resolve: Susan's “Vale key” is brass wafer? Earlier Michael said second key. Let's clean continuity.
Susan’s physical Vale key had opened medical index together with Bennett silver key. Those opened historical archive.
The two titanium capsules served separate release layer.
Different system.
William built checks.
No magical unilateral power.
Capsule A contained authentication wafer tied Bennett governance.
Capsule B contained claimant-side release wafer.
Together they authorized independent release of File Nine evidence to outside fiduciary.
Who was claimant custodian?
Not Claire.
Not Susan.
Thomas Vale.
If alive.
Thomas had disappeared decades ago.
Claire’s uncle.
Was he alive?
Susan said she did not know.
Mercer knew.
That was why she intercepted Emma’s notice.
Not to destroy it.
To delay release until Thomas could be located.
Why disappear now?
Because someone else was looking too.
Then David read William’s statement.
Reserve balance was not $38.4M anymore.
After medical payments and investment growth, remaining restricted assets:
$52.8 million.
But nobody could simply inherit it.
Independent fiduciary would use it for verified historical claimant care, remediation, legal obligations, and approved settlements.
If File Nine became public, additional claimants could petition.
Money was real.
But secret was bigger than money.
Then Detective Sloan traced Mercer’s car.
Found abandoned near train station.
No signs violence.
Mercer apparently left voluntarily.
On passenger seat:

Recent.
Older man, approximately fifty-five.
Alive.
Claire stared at uncle she had not seen since childhood.
On back:
THOMAS HAS BENNETT’S MISSING PAGE.
Meaning page William removed from Kessler notebook survived.
And Thomas had it.
Then David’s phone rang.
Unknown man.
“David Bennett?”
“Yes.”
“My name is Thomas Vale.”
Claire grabbed David’s arm.
Thomas continued:
“Don't release File Nine.”
“Why?”
“Because you still don't know why Emma’s name was used.”
David looked at daughter’s beneficiary notice.
“Then tell me.”
Thomas said:
“Someone needed you to find the cast.”
David froze.
“What?”
“Claire thought she was hiding capsule.”
“Yes.”
“She wasn't.”
“What was she doing?”
“Delivering it.”
“To whom?”
“To you.”
David’s blood ran cold.
