Chapter 12 - David Sullivan
David Sullivan was Jack’s younger brother.
Not secret.
Not missing.
Not military.
He had died from cancer in 2003.
Four years before photograph.
Jack knew because he had been beside him in hospice.
So man in 2007 photo could not be David.
Why name him that?
Jack studied original image more carefully.
The guest wore insignia on removable fabric patch—not tattoo.
Evan had mistaken patch for exposed forearm mark in low-resolution copy.
Important correction.
The man was not physically impersonating Jack through tattoo.
Later altered memorial image had cropped patch near sleeve in way that looked like same symbol.
Who was he?
Original visitor log:
DAVID SULLIVAN — ARDEN TACTICAL OBSERVER.
False name.
Arden Tactical again.
Michael recognized him after better image.
“That's Gregory Voss.”
Arden Tactical quality director.
Why use David Sullivan?
Hale had asked for temporary visitor alias to avoid vendor branding in internal training photo before procurement approval.
He selected name from Jack’s emergency-contact file?
That would be invasive.
Jack’s old emergency contact listed David before 2003, but should have been updated.
Someone pulled stale personnel record.
Thus Sullivan surname appeared twice in vendor impersonation schemes.
First Gregory Voss under dead brother David in October.
Then Michael under Jack in November.
Pattern.
Hale used Sullivan identities because Jack’s instructor credentials carried legitimacy and stale records offered plausible names.
Jack’s anger became colder.
“My brother’s name.”
Michael nodded.
“Hale used whatever was available.”
Gregory Voss was alive.
He agreed interview.
He admitted false visitor name.
Claimed Hale told him it was administrative placeholder and would be corrected before archive.
Again temporary lie became permanent.
Gregory had no role in fire.
He left same day.
Why photo later appeared memorial?
During post-incident archive consolidation, images tagged SULLIVAN were grouped automatically and later manually mislabeled by contractor.
That explained why Evan’s copy showed “all personnel presumed dead.”
Not original caption.
Multiple errors layered on deliberate fraud.
This mattered because not every strange clue represented separate conspiracy.
Some were consequences.
Jack began seeing pattern:
Hale deliberately manipulated identity and evaluation.
Mercer deliberately participated in temporary concealment after fire.
Michael knowingly played substitute.
Gregory knowingly used false visitor alias.
Arden Tactical tolerated shortcuts.
Then poor archiving multiplied confusion.
Ryan had encountered end result.
Evan’s brother Luke had begun untangling it.
Jack’s insignia became key because it was authentic marker copied into materials to make substitutes look credible.
But one question remained.
Why had Ryan said “they said you were dead” with such certainty?
Because there was more than roster.
Ryan finally admitted:
“I attended memorial briefing.”
Jack stared.
“When?”
December 2007.
Seven names displayed.
Six real casualties.
Seventh:
Jack Sullivan.
A photograph.
But not Jack’s face.
Michael’s.
Presenter:
Victor Hale.
Hale personally told room:
“Senior instructor Sullivan also failed to survive.”
Michael was alive at time.
So Hale knowingly announced false death.
Why?
Ryan had assumed families privately informed.
No public memorial.
No obituary.
Restricted contractor briefing only.
Hale used fake seventh casualty to explain disappearance of Michael/Sullivan identity from program.
That was direct.
Then investigators found briefing deck.
Slide notes:
SULLIVAN STATUS — DO NOT DISCUSS OUTSIDE ROOM.
Author:
VHALE.
Jack finally had documentary proof.
But what did Hale gain from adding death rather than simply saying Sullivan reassigned?
Michael had witnessed override.
If listed survivor, reviewers might interview him.
If “Sullivan” dead, witness vanished.
Michael separately signed NDA and left.
Hale created dead composite to remove witness from program narrative.
Michael accepted because feared liability and wanted settlement.
Mercer accepted administrative reconciliation believing fraud investigators knew truth.
The system fractured truth across compartments.
Then Michael confessed one last thing.
“Hale asked me to sign statement after fire.”
“What statement?”
“That I never saw him at terminal three.”
“Did you sign?”
“Yes.”
“Was it true?”
“No.”
“Why?”
“I was scared.”
Jack stared.
“So Laura saw him. Samuel placed him there. You saw him.”
“Yes.”
“And you lied.”
“Yes.”
“Then six men didn't die because nobody knew truth.”
Michael lowered eyes.
“They died first. We lied afterward.”
That distinction mattered.
The fire was tragedy caused by reckless override.
Cover-up came after.
Jack asked:
“Where is original statement?”
Michael answered:
May you like
“I kept the draft I refused to destroy.”
And that draft could finally close Red Valley.
