Chapter 9 - The First Double

Family 6 established one of Haven predecessor program’s earliest decoy protocols.
Elizabeth Mercer was not protected principal.
She was coordinator.
The masked woman in photograph was a threatened military spouse named Laura Bennett.
Laura’s abusive ex-husband repeatedly violated protective orders and tracked shelters.
Elizabeth arranged decoy movements to misdirect him while Laura and child relocated.
Ethically and operationally risky by modern standards, but intended protect family.
One decoy dressed like Laura.
Another time Laura dressed like Elizabeth to leave facility unnoticed.
Identity-swapping garments became operational technique.
No plastic surgery.
No clones.
No permanent replacement.
Temporary disguise.
Then something went wrong.
Laura’s ex-husband followed wrong woman.
Elizabeth.
He confronted her.
She escaped with wrist injury from broken identification capsule.
That was origin of Elizabeth scar.
Employment report calling it ordinary equipment accident had omitted confrontation for safety.
Years later Rachel was injured by same model capsule during training.
Thus mother/daughter similar scars were connected through equipment design, not genetics or intentional branding.
Project Haven instructors knew story.
Voss knew.
Shaw knew.
Mara knew only training version.
Sarah knew decoy techniques.
The canteen scene was deliberately built from old Family 6 method.
Someone was reenacting history.
Who?
Then Family 6 child name unredacted under court order.
Daniel Bennett.
Age six in 2002.
Rachel did math.
Now thirty.
She knew Daniel.
Staff Sergeant Daniel Bennett had worked security at Fort Brennan.
He had disappeared from assignment eight months ago.
Not missing.
Transferred overseas according records.
Records were false.
Daniel had entered protected identity program.
Why?
He discovered Gregory Shaw had been siphoning Haven contingency funds.
Rachel had independently found same discrepancy.
Shaw feared Rachel would connect Family 6.
Why?
Because Shaw was Laura Bennett’s brother.
He had joined Haven procurement partly from gratitude toward program that saved sister/nephew.
Later he began diverting funds.
But not simply stealing.
$620k went to off-books support for former protected families whose formal benefits expired.
Good intention, unauthorized method.
Some invoices fraudulent.
Rachel’s audit threatened expose both misconduct and protected identities.
Shaw panicked.
Did Shaw arrange Rachel’s death?
Evidence suggested someone used his vendor company to access Natalie.
But Shaw’s cancer had already left him largely bedridden.
His deputy handled operations.
Name:
Eleanor Price.
Natalie Price’s aunt.
Rachel stared.
Would Eleanor kill niece?
Investigators found Eleanor devastated by Natalie disappearance and repeatedly pressured police.
Unlikely, but not proof.
Then Sarah noticed corporate authorization.
Vehicle used night Rachel attacked was rented under Meridian account by:
D. BENNETT.
Daniel.
Protected Family 6 child.
Was Daniel attacker?
Vanessa said:
“He was supposed to be overseas.”
Rachel remembered canteen lockdown.
Who triggered it?
Security logs finally identified credential.
Staff Sergeant Daniel Bennett.
He had been inside Fort Brennan that day.
Watching.
Rachel whispered:
“He brought us together.”
Then phone rang.
Unknown.
Rachel answered.
A man spoke:
“If you want truth about Natalie, stop looking at Shaw.”
“Daniel?”
Silence.
Then:
“Ask Vanessa why she signed second form.”
Vanessa went pale.
Rachel turned.
“What second form?”
