Chapter 5 - The Woman in Rachel’s SUV
Vanessa had never told investigators.
That was her first major culpable act.
At approximately 7:40 p.m. on night of crash, Vanessa left Fort Brennan through west gate.
Rachel’s SUV passed her heading toward mountain road.
Vanessa recognized vehicle.
Driver wore cap.
Face mostly hidden.
Vanessa assumed Rachel.
Hours later crash reported.
After body identification, nothing seemed strange.
Until Vanessa reviewed gate footage months later.
Rachel had exited base at 6:52 p.m.
Her SUV left again at 7:38.
How could Rachel leave twice?
First departure showed Rachel driving.
Second showed disguised woman.
So where was Rachel between?
Rachel remembered.
After leaving base, she stopped at fuel station.
Received message apparently from Vanessa:
COME BACK. HAVEN FILE 12 IS OPEN.
Rachel returned using contractor service gate.
Message was fake.
She parked near closed administration annex.
Someone attacked her.
Her memory ended.
Her SUV was taken.
Masked woman drove it out.
Crash later staged? Investigators found mechanical evidence vehicle actually left road at speed. Whether driver escaped before descent unclear.
Dead woman recovered fifty yards from wreck.
Could be passenger or planted after.
Rachel woke weeks later rehabilitation center.
Who transported her there?
Facility called Harbor Ridge.
Investigators found corporation dissolved.
Property now empty.
Records deleted.
But former nurse located.
She remembered Rachel.
They called her Rebecca Lane.
She arrived unconscious with concussion, sedatives in system, no severe crash injuries.
A man named Dr. Voss authorized treatment.
Rachel clenched fists.
“He kept me alive.”
Vanessa nodded.
“Which means he never wanted you dead.”
“Then why declare me dead?”
“To remove Rachel Mercer without killing you.”
Why?
Project Haven File 12.
Rachel had been auditing relocation expenses.
She found irregular payments.
At first she suspected theft.
Approximately $4.8 million routed through shell vendors.
But deeper review suggested money funded housing and medical support for relocated families whose identities could not appear in normal procurement records.
Some secrecy legitimate.
Some accounting improper.
Rachel asked Voss for documentation.
He refused.
Then she found twelve names whose relocation identities did not reconcile.
One was:
ELIZABETH MERCER.
Her mother.
Rachel had thought database coincidence.
Voss apparently did not.
That night someone lured her back.
Rachel asked Vanessa:
“Was my mother alive after plane crash?”
Vanessa could not answer.
But File 12 showed Elizabeth Mercer receiving protected-housing payments for seven months after supposed death.
Could be another woman under same operational alias.
Could be accounting carryover.
Could be fraud.
No conclusion yet.
Then investigators enhanced canteen footage of masked woman.
She never removed mask.
But gait analysis found old left-knee injury.
Rachel did not have one.
Elizabeth did, after skiing accident.
Rachel stared.
Age?
Woman’s posture and exposed skin looked younger than Elizabeth would be.
Maybe forties.
Not sixty.
So not mother.
Then Vanessa noticed hand.
Masked woman wore ring.
A simple silver band.
Vanessa had seen it before.
On Voss’s desk.
