File 27 was not inheritance document.
It was a compliance dossier.
Margaret numbered investigations by year.
Twenty-seven concerned Bennett Medical Foundation.
Specifically a private fertility and adoption-support program.
Claire’s discomfort grew.
She remembered mother attending fundraisers, but nothing more.
Margaret discovered foundation had paid legal fees for confidential guardianships.
Most legitimate.
Women in crisis.
Infants placed temporarily.
But some files were missing consent signatures.
One case involved a child removed from mother for seventy-two hours under emergency order that might never have been valid.
Which child?
Redacted.
Margaret began asking questions.
Week later she suffered hospital reaction.
Coincidence?
Maybe.
Then Claire asked:
“What did changing will have to do with it?”
Margaret did not leave more money to anyone.
She changed successor oversight for family foundation.
Originally Thomas would control compliance records.
New amendment created independent oversight committee and gave Eleanor temporary reporting duty.
Claire was excluded.
Why?
At eighteen, she was too young.
So Eleanor had responsibility after Margaret’s death to disclose irregularities.
Did she?
“No.”
Claire stared.
“Why?”
“Dad convinced me File 27 was misunderstanding.”
Thomas claimed emergency guardianships were legally reviewed.
Eleanor believed him.
Then discovered years later some were not.
She still hid.
Fear of scandal.
Family reputation.
Possible lawsuits.
Claire’s anger deepened.
Eleanor had not merely obeyed mother.
She had concealed institutional wrongdoing.
But was she behind Margaret’s collapse?
No evidence.
Then Rachel Cole’s work records surfaced.
Rachel had reopened File 27 last year.
She discovered one emergency guardianship involved herself.
Not as mother.
As child.
Rachel had been placed through Haven House thirty-three years earlier.
Birth mother identity sealed.
Why care?
Because original guardianship signature belonged to Margaret Bennett.
Claire stared.
Her mother had signed Rachel’s temporary placement decades ago.
Margaret was twenty-nine.
Rachel eventually returned to biological mother?
No.
She was adopted by Cole family.
So Margaret had been part of life-changing decision.
Maybe legitimate.
Maybe not.
Rachel began investigating.
Then disappeared.
Margaret took Ethan.
Perhaps protecting him while Rachel searched.
Then Eleanor’s fear made more sense.

But what was Claire’s connection?
Rachel’s recovered notebook contained:
