Henry Carter’s role was neither innocent nor monstrous.

The circle represented restricted Harbor Three reserve.
If all three accounts matched, tampering could be proven.
S ring belonged legally not to a person but to evidence trust.
Susan was custodian.

Derek took leave pending ethics investigation for withholding Susan estate materials.
