Chapter 13 - Vote twenty-two

The decisive vote came from member seventeen.

Identity encrypted.

Rebecca didn't know who it was.

Thomas claimed he'd spent years trying to discover them.

The network called the member:

Caretaker.

Never attended meetings.

Never appeared on camera.

Voted through authenticated dead-drop systems.

Yet Caretaker had existed for at least twenty-five years.

We decrypted the most recent authorization.

Target:

Audrey Hayes-Thorne.

Reason:

Potential exposure.

Vote:

Approve.

Authentication metadata traced back to Silver Street.

The Thorne mansion.

Arthur went pale.

“Impossible.”

We searched the house.

The signal originated near Miriam's private sitting room.

Audrey looked at her mother-in-law.

Miriam didn't run.

Didn't deny it.

She simply sat down.

Arthur whispered:

“No.”

Miriam looked at him almost tenderly.

“You always were terrible at seeing what's in front of you.”

Audrey stepped backward.

Miriam Thorne—the elegant woman who watched her son threaten my daughter without emotion—was Caretaker.

But another twist followed immediately.

She hadn't ordered Audrey's death.

She claimed the vote was forged.

Someone had stolen her authentication key.

“Convenient,” Audrey said.

Miriam smiled.

“You don't have to believe me.”

Then she opened a hidden compartment.

Inside were twenty-five years of records.

Originals.

Not copies.

Miriam wasn't merely a voting member.

She was the network archivist.

Every payment.

Threat.

Bribe.

Death.

Protection agreement.

Including Rebecca’s disappearance.

Including my resignation.

Including Thomas’s infiltration.

And Rebecca's supposed death.

Audrey asked:

“Why keep everything?”

“Because organizations built on secrets eventually consume their own members.”

“You wanted insurance.”

“I wanted survival.”

Then Miriam gave Audrey a sealed file.

On it:

Rebecca Hayes.

Rebecca opened it.

Her expression collapsed.

Inside was an authorization from twelve years earlier.

Operation SILENCE.

Objective:

Remove Rebecca Hayes from active investigation.

Authorized by:

Thomas Hayes.

My brother.

Thomas shouted that it was fabricated.

Rebecca looked at him.

“You signed it.”

“I signed an extraction.”

“That's not what this says.”

Someone had changed the order after Thomas authenticated it.

Who had access?

Caretaker.

Miriam.

Cross.

Margaret.

And one other administrator.

A person we still hadn't identified.

Then Audrey turned the final page.

There was a photograph.

The unknown administrator stood beside Margaret.

Audrey whispered:

“Dad…”

I recognized him.

So did Rebecca.

It was the doctor who pronounced her dead twelve years ago.

The same doctor whose obituary said he'd died nine years earlier.

Apparently, dead people were becoming a pattern.
