David wanted to believe there was an innocent explanation.
There was one.
Partly.
Edward Carter founded Bellweather Community Foundation to fund emergency housing during redevelopment.
Money legitimately went to Children’s Aid.
That alone did not implicate him.
But black ledger showed side payments not appearing in foundation books.
Robert Dane received three.
One arrived day after Samuel disappeared.
Margaret looked at David.
“Your grandfather paid him.”
David refused conclusion.
“We don't know that.”
Independent accountants agreed.
BCF notation could mean source account, not person authorizing transfer.
Board had five members.
Several administrators could access disbursement process.
Then Nathan’s files produced minutes from emergency meeting.
October 16, 1978.
Edward Carter demanded investigation into missing child.
That did not fit mastermind theory.
Two days later he threatened to suspend Children’s Aid funding unless Samuel found.
Robert Dane responded Samuel was not in custody.
A lie.
Edward appeared to be searching too.
Then who approved side payment?
Foundation treasurer:
George Bell.
George also had private interest in redevelopment parcels.
If youth placements delayed vacancy certifications, Bell lost money.
Bank microfilm showed George authorized Robert’s bonus.
Motive emerged.
Not kidnapping Samuel deliberately.
But once Samuel was mistakenly entered under wrong identity and had seen ledger, Bell and Robert chose concealment rather than correction.
They allowed transfer to proceed.
A bureaucratic accident became intentional cover-up.
Margaret sat silently after learning this.
For forty-eight years she had imagined Carter family stole brother.
Truth was more complicated.
Nathan lied as frightened child.
Edward searched and secretly funded Vale family attorney.
George Bell and Robert Dane protected redevelopment scheme.
Dorothy Crane, records clerk, falsified placement documents under pressure.
Samuel interpreted forged consent as parental rejection.
Everybody carried only fragment.
Together fragments destroyed family.
Then independent review found something remarkable.
Nathan and Caleb had spent final twenty years quietly building restitution reserve.

$12.8 million.
It did not belong to David.
It did not belong to Noah.
Trust terms required independent distribution to families harmed by Children’s Aid errors.
David immediately agreed Carter Development would preserve site until review completed.
Margaret looked at Noah.
“This is what your grandfather wanted you to stop us from repeating.”
Noah thought central mystery was finally over.
Then accountant turned final page of black ledger.
George Bell’s last payment to Robert Dane occurred in 1981.
Three years after Samuel disappeared.
Memo:
CARTER BOY — SECOND PLACEMENT CLOSED.
David frowned.
“What second Carter boy?”
Nathan never entered foster care.
